Flag Raising Ceremony Highlights | October 21, 2024

October 21, 2024

Pasig City Mayor Vico Sotto addressed the following points during the weekly flag-raising ceremony:
00:00-00:47: Acknowledgment of City officials, departments, personnel, representatives from national government agencies, and vendors from the Mutya ng Pasig Mega Market who attended the flag-raising ceremony.
00:48-04:07: Temporary Pasig City Hall
- Mayor Vico mentioned that this day’s flag-raising ceremony is a joyous occasion as it marks the first one conducted at the Temporary Pasig City Hall.
- He then stated that the Temporary City Hall is under a Contract of Lease between the City Government of Pasig and one of the three lessors, which participated in the procurement process. He shared some factors that affected the acceptability of the offers of the first two lessors — lack of public transportation within the vicinity, the presence of other lessees in the same building, and failure to meet other space requirements (e.g., Session Hall).
- Mayor Vico emphasized that feasibility, considering the City Government’s specific needs, was the basis of the selection process.
- With the third lessor, Mayor Vico said that the City Government of Pasig was the first lessee of the building, which allowed for the customization of the structure according to the requirements of the City Government.
- Mayor Vico acknowledged that there are also some limitations such as limited spaces for some offices, especially those that are maintaining voluminous documents/records; thus he asked for the employees’ understanding, assuring that the situation is only temporary.
- He then said that the City Government did its best to find a decent building to serve as a Temporary City Hall. For this reason, he commended and congratulated everyone who made this possible.
04:08-04:14: Mayor Vico said that updates on the Pasig City Hall Redevelopment Project will be discussed in the flag-raising ceremony in the weeks to come.
04:15-06:36: City Government of Pasig’s Income Generation Efficiency
- Mayor Vico recalled one of the things he shared during his 2024 State of the City Address: the City Government’s income generation efficiency is commendable. Despite the effects of the COVID-19 pandemic on the economy and we are expecting that the City’s income/budget will decrease, the opposite happened: the city’s income/budget exceeded targets/projections.
- He then attributed the recently conferred recognition to the City of Pasig by the Department of Finance - Bureau of Local Government Finance to the City’s income generation efficiency and expressed his congratulations to everyone who contributed to achieving this feat.
- He proudly shared that the steady increase of income/revenue paved the way for the retention of current tax rates imposed on private businesses and ordinary taxpayers in Pasig City.
- Mayor Vico shared that through the ongoing digitization efforts of the City, wherein more than a hundred thousand records have already been digitized and consolidated, systems are being integrated to make them interoperable to break silos — the City Government is becoming more efficient leading to more income generation, eliminating the need to impose higher tax rates to the public.
06:37-06:44: He concluded his speech by giving thanks and welcoming everyone to the Temporary City Hall.
