Pasig City Mayor Vico Sotto addresses the following during the weekly flag raising ceremony:

00:01-00:30: Acknowledgment of City officials and departments, representatives of national government agencies, and offices under the Environmental Sector, who attended the flag raising ceremony.

00:31-00:45: Mayor Vico congratulated the Top 5 Performing Offices in the City Government of Pasig for Performance Year 2022: Human Resource Development Office (Top 1), Ugnayan sa Pasig (Top 2), City Planning and Development Office (Top 3), City Health Department (Top 4), and the Business Permit and Licensing Department (Top 5).

00:46-01:19: He mentioned that responding to feedback is one of the criteria in determining the top performing offices; which for example is the core function of the Ugnayan sa Pasig that made them into the top.

01:20-01:54: Mayor Vico then mentioned that in 2023, the City Government of Pasig is the 4th local government unit (LGU) in the country and the biggest institution that has been conferred with the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award or Level 2 Accreditation by the Civil Service Commission.

01:55-03:02: He expressed how proud he is that the City Government of Pasig received the PRIME-HRM Award. Mayor Vico shared that while he is also proud of the Seal of Good Local Governance (SGLG) Award that the Pasig LGU received last year, for him, bagging the PRIME-HRM award is the bigger achievement as there are only four LGU awardees in the country, compared to SGLG where hundreds of LGUs are awarded yearly.

03:03-04:34: Mayor Vico mentioned the four pillars of human resources covered under the PRIME-HRM: (1) recruitment, selection, and placement; (2) performance management; (3) learning and development; and (4) rewards and recognition. He then said that these pillars have been the subject of foundational reforms that the City Government of Pasig has been implementing for the betterment of the city’s services. He then said that these reforms would help increase the level of capacity of employees and quality of service of the City Government of Pasig.

04:37-04:43: He encouraged City employees to continuously support the reforms that the Pasig LGU has been implementing in human resources.

04:34-05:14: To end his speech, Mayor Vico thanked everyone who is part of the Program on Awards and Incentives for Service Excellence (PRAISE) Committee. He congratulated again the Top 5 Performing Offices and challenged other city departments/offices to try being at the top next year.

05:15-05:31: Mayor Vico encouraged City Hall employees to continuously do better, especially since the City Government of Pasig is implementing reforms that are beneficial to the City of Pasig and the Pasigueños.
